Just-cause eviction

Evicting from a covered unit requires one of the 17 just-cause reasons in Rent Ordinance § 37.9(a) as the dominant motive. Lease expiration or a change of ownership alone is not just cause. Some units exempt from rent limits are still covered by the eviction rules.
